The South Florida Regional Transportation Authority has established its Disadvantaged Business
Enterprise Program in accordance with regulations of the U. S. Department of Transportation,
49 CFR Part 26.
It is the Policy
of the SFRTA to ensure that DBEs, as defined in 49 CFR Part 26, have an equal
opportunity to receive and participate in DOT-assisted contracts. The SFRTA will never exclude
any person from participation in, deny any person the benefits of, or otherwise discriminate
against anyone in connection with the award and performance of any contract covered by 49 CFR
Part 26 on the basis of race, color, sex or national origin.
The DBE Program includes businesses that are 51 percent owned and controlled by members of the following groups:
- Women
- Black Americans
- Hispanic Americans
- Subcontinent Asian Americans
- Asian-Pacific Americans
- Native Americans
- Or other minority groups found to be disadvantaged
by the United States Small Business Administration or by any
local government certifiable under 49 CFR Part 26.
Effective March 5th, 2010, the Department of Transportation, changed from Annual DBE goal setting
to 3-years goal setting. The requirement was published in the February 3, 2010
Federal Register Notice.
Therefore, SFRTA will be continuing with the DBE goal of 10 percent through fiscal year 2011.
This overall goal shows the level of DBE Program participation which allows for reasonable expectation of
achieving program compliance as well as an opportunity to enhance service delivery to our customers.
The SFRTA’s DBE Program overall goal for FY 2012 - 2014 is 9 percent.
The SFRTA is a non-certifying member of the State of Florida Unified Certification Program. The UCP
provides “one-stop shopping” for all firms seeking certification as a DBE in Florida. You can access
the UCP DBE Directory by logging on to the Biznet
website. This single DBE directory will allow you to identify and locate every firm authorized to participate
in Florida’s DBE Program. The SFRTA will accept DBE certifications from any
Certifying Member of the State of Florida UCP.
