The South Florida Regional Transportation Authority (SFRTA), in partnership with the Metropolitan
Planning Organizations in Broward, Miami-Dade and Palm Beach Counties, is planning to call for
projects in the Miami Urbanized Area for Job Access & Reverse Commute (JARC) and New Freedom funds
for fiscal year 2007. These Federal Transit Administration (FTA) program funds are available for
projects that improve transportation for low-income individuals, welfare recipients and/or people
with disabilities.

What is the purpose of the JARC Program?
The JARC Program is intended to fund transportation services and supportive activities that
improve access to jobs for eligible low-income individuals and welfare recipients, as well
as to provide reverse- commute trips for the general population. A reverse-commute trip
provides transportation for urban, suburban and rural residents to suburban employment
opportunities.
Examples of Eligible Capital Projects and Mobility-Management Activities:
- Purchase or lease of van or bus dedicated to shuttle employees from their home to suburban workplace;
- Purchase of taxi vouchers for low-income workers for late-evening and weekend work related transportation service; and
- Long or short-term management activities to plan and implement coordinated services (Development of Coordinated Plans);
- Customer-oriented travel navigator systems and neighborhood travel coordination activities such as coordinating individualized travel training and trip-planning activities for customers (Travel Training);
- Development and operation of one-stop transportation traveler call centers to coordinate transportation information on all travel modes;
- Operational planning for the acquisition of intelligent transportation technologies to help plan and operate coordinated systems (MSAA initiatives); and
- Support of state and local coordination policy bodies and councils.
Examples of Operating Projects:
- Extend late-night transit service;
- Provide weekend transit service; and
- Provide guaranteed-ride-home service when no other mode of transportation is available.

What is the purpose the New Freedom Program?
The New Freedom Program has been established to provide public transportation services and
alternatives to public transportation for people with disabilities, beyond those required by
the Americans with Disabilities Act (ADA) of 1990.
Examples of Capital Projects and Mobility-Management Activities:
- Purchase or lease vehicles to support new accessible taxi service;
- Purchase or lease vehicles for use as ADA feeder services;
- Purchase of vouchers for transportation services offered by human service providers;
- Long or short-term management activities to plan and implement coordinated services (Development of Coordinated Plans);
- Customer-oriented travel navigator systems and neighborhood travel coordination activities such as coordinating individualized travel training and trip-planning activities for customers (Travel Training);
- Development and operation of one-stop transportation traveler call centers to coordinate transportation information on all travel modes;
- Operational planning for the acquisition of intelligent transportation technologies to help plan and operate coordinated systems (MSAA initiatives); and
- Support of state and local coordination policy bodies and councils.
Examples of Operating Projects:
- Enhance existing Palm Tran CONNECTION paratransit services;
- Expand ADA transit travel-training programs;
- Support volunteer and aide ADA programs; and
- Provide guaranteed-ride-home ADA service when no other mode of transportation is available.
