Program Overview

The South Florida Regional Transportation Authority, in partnership with the Metropolitan Planning Organizations in Broward, Miami-Dade and Palm Beach counties, is announcing a call for projects in the Miami Urbanized Area for Job Access & Reverse Commute and New Freedom program funds for Fiscal Year 2012. These Federal Transit Administration program funds are available for projects that improve transportation for individuals with low income, recipients of welfare and / or persons with disabilities.

There will be $3,615,380 available for JARC and $2,084,771 for New Freedom projects. Funds can be used for capital, operating and mobility management/coordinated planning. Eligible applicants include private, non-profit organizations; state or local governmental authorities and operators of public transportation services, including private, for-profit operators of public transportation services. The solicitation will be limited to projects that have been derived from an adopted Human Services Transportation Coordination Plan in Broward, Miami-Dade or Palm Beach County.

The funds can be used to support up to 80 percent (an 80 / 20 match) for capital projects and not more than 50 percent (a 50 / 50 match) of project costs for operating assistance.

The application deadline is Friday, February 1, 2013 at 12 noon EST. Applications must be received by this time to be eligible for consideration. Applications found to be incomplete or received after 12 noon on Friday, February 1, 2013 will not be considered for funding. Completed applications must be submitted to the SFRTA at 800 NW 33rd Street, Pompano Beach, Florida 33064.

Pre-Application Teleconference and Post-Application Workshop

A pre-application workshop will be held on Tuesday, October 30, 2012 at 9:00 am- 12:00 pm in the SFRTA Board Room. The purpose of this workshop is to go over the application package, as well as requirements of selected sub-recipients. Attendance is not mandatory, but strongly encouraged.

    What is the purpose of the JARC Program?

    The JARC Program is intended to fund transportation services and supportive activities that improve access to jobs for eligible low-income individuals and welfare recipients, as well as to provide reverse- commute trips for the general population. A reverse-commute trip provides transportation for urban, suburban and rural residents to suburban employment opportunities.

    The New Freedom Program has been established to provide public transportation services and alternatives to public transportation for people with disabilities, beyond those required by the Americans with Disabilities Act (ADA) of 1990.
